Objective:
Provide hostel facilities for socially and educationally backward classes, especially from rural areas, to pursue secondary and higher education
Grant Disbursement:
Released in 3 installments in 50:45:5 ratio.
5% grant released after completion and occupation of rooms by OBC Boys and Girls
Construction Timeline:
Completion within 18 months from award of work order or 2 years from release of Central assistance, whichever is earlier.
No extension beyond 2 years. Cost escalation due to delay borne by State/Institute.
Cost Norms:

North Eastern Region: Rs. 3.50 lakh per seat
Himalayan Regions: Rs. 3.25 lakh per seat
Rest of country: Rs. 3.00 lakh per seat
One-time non-recurring grant of Rs. 2500/- per seat for furniture/equipment.
Funding Pattern:

Boys hostels: Centre and State share in 60:40 ratio.
Girls hostels: Centre and State share in 90:10 ratio.
Union Territories: Central Assistance is 100%.
North Eastern States: Central Assistance is 90%.
Central Universities/Institutes: Central Government share is 90%.
