Overcoming Rosarios Challenges
Rosario Habitat programme
It has been set up to reduce the inequalities in the city. The programme is led by the Public Housing Service, which has been in existence for over 80 years. Since it started in 2000, the scheme has helped over 5000 people to upgrade their houses. The programme includes comprehensive improvements, including:
new urban planning - new roads and basic infrastructure including sewerage, storm drains and community facilities
adding toilets facilities to houses
legal ownership rather than the previous uncertainty over the status of tenure
education programme for young people regarding risky behaviour
employment and income generation for residents; training and work experience for 16-25 year old
money invested in social enterprises
targeted support for women in the community.
The project has achieved financial sustainability. It has generated over 150 contruction and professional jobs, and trained almost 1000 people in business and entrepreneurial skills.

Sustainable tourism
Rosario, along with Argentina as a whole, is a growing tourist destination and attracts people from a wide area. The city is making the most if its many attractions and adding tourism as one of its functions and main sources of income. Rosario is also attracting those who with to learn spanish, with a growing range of colleges and courses for overseas students who can study in the city. The city has a range of physical attractions, including the waterfront and some of the buildings which have been built over the years.
