i believe that relief of land and levels of wealth are the most important factors. this is because without the level of wealth the multiplier effect wouldn't work and many people would be unemployed and no one is going to move somewhere if there's a decreasing chance of getting a job anywhere near. Furthermore having low relief of land is also an important factor because it allows building service provisions easier allowing more
