Who watches the watchman - should it be mandatory or merely healthy for all EQAAs to be evaluated and accredited periodically?
It should be mandatory due to the following reasons:
Ensures Consistency and Quality: Mandatory evaluation with established criteria ensures all EQAAs are held to the same high standards. This promotes consistent and high-quality assessments across different organizations.
Public Confidence:
Mandatory evaluation strengthens public trust in the overall quality assurance system. People can be confident that the agencies evaluating other organizations are themselves following best practices.
Prevents Conflicts of Interest:
Mandatory evaluation can help identify potential conflicts of interest within EQAAs, reducing the risk of biased assessments.

How important is independence and autonomy to EQAAs effectiveness?
Independence and autonomy are absolutely crucial for the effectiveness of External Quality Assurance Agencies (EQAAs). The justifications are as follows:
Objectivity and Credibility: If an EQAA is beholden to outside influences, its assessments risk being biased. Independence allows them to deliver objective evaluations, free from political or financial pressure. This builds trust in the entire quality assurance system.
Unflinching Scrutiny:
EQAAs need the freedom to identify and report on shortcomings, even in powerful institutions. Autonomy allows them to conduct their assessments without fear of retaliation or manipulation. This ensures a thorough and effective evaluation process.
Maintaining Standards:
Without independence, an EQAA might be tempted to lower standards to appease certain institutions. Autonomy allows them to uphold rigorous standards consistently, regardless of the organization being evaluated. This ensures a high level of quality across the board.

If AQAF's review process is rigorous and based on established best practices for EQAAs, it can help raise the overall standards of QA practices in the region. This could lead to more consistent and effective evaluations.
The review process can identify successful practices used by effective EQAAs. Sharing these best practices can benefit other EQAAs and improve overall QA in the region.
Are membership-based private, non-profit or for profit effective as independent EQAAs?
Membership-based private EQAAs, whether non-profit or for-profit, can be effective, but their effectiveness depends on how they address potential biases.
Private Non-Profit: The risks of bias judgement is medium. However the potential bias can be mitigated by having a diverse membership with representation from various stakeholders (e.g., industry, academia, consumer groups). Another possible solution is to have clear and well-defined evaluation procedures, publicly available, can minimize subjectivity and ensure consistency.
Private (Profit): This agency is not recommended because the potential of bias judgement is high due to the conflict of interest.
