Societal Perceptions
Learners with disabilities often do not receive the services that are necessary for them to be successful
In India, there is a socio-religious belief with a negative perception of disabilities. It is believe if a child has a disability, that is "karma" from something you did in a previous life.
The Individuals with Disabilities Education Act was passed in 1975 in the US. However low-income and minority disabled students are still at a severe disadvantage because their parents may not be able to access social and economic resources necessary to advocate for their student.

Schools specifically for learners with disabilities are concentrated in large cities, which means those in remote areas may not get the support that they need

Rural communities may have less mobility in the community. This affects learners ability to attend school.

Schools in the United States are funded by property taxes. This can impact the money districts can spend on resources, infrastructure, and staffing.

Teachers/ School Staff may have limited interactions with parents who do not speak the native language of the school due to inability to translate.

Teachers do not have appropriate training on how to teache students who do not speak the native language of the country they are teaching in.
Learners are being evaluated on grade level content without the foundational skills to help them be successful.
