typically 'the state' is the one with power to legally carry out surveillance
foucalt argues that because of the increased acceptance of surveillance postmodern society has become a 'panoptican state' and that increased "visibility is a trap"
the panoptican is a prison w prisoners ever visible and the watchman is invisible and can watch anyone at any time

- the old system of bublic control was financed by the state of prisons (e.g. physical officers watching)
+then new systems of monitoring increase the ppl who can be monitored e.g young offenders being tagged)
