- - - - Steering committee should ensure that the project is authorised, timetables are adhered to, budgets achieved, quality requirements are met.
      - Departments involved: User department, Data processing department and quality control department.
        
        Data processing department: Technical soundness, compatible with other systems, test all operational aspects
        
        Quality control department: Correct stand of design is followed, proper testing, programme is documented.
        
        user department: ensure the requirements are incorporated, internal/ external auditors must be involved in process to ensure proper controls

      - Feasibility study should be performed to determine need and costs

      - A project team: manage the project day to day and ensure it is developed in stages
      - Project should be authorised after feasibility study is performed.
    - - specifying systems: Traditional- discussions between user and data processing department and: Prototype system- design a prototype user department test it, refine it according to recommendations and serie of prototypes
      - Define how system would work
    - - Standard to be incorporated: system interacts properly with with existing system and software; appropriate control related programmed procedures are built in; supervision over the system design; complies with predetermined standards; always on a program library and not live data.
    - - Stage 2: System testing- Ensure the logic of various individual programs links together to form a system in-line with the detailed system description.
      - Stage 3: Live testin- Parrallel testing new system in parallel with old system could be costly; Pilot running- introduce system to small portion
      - Stage 1: program testing checking if programmed logic matches the specs
    - - Planning and preparation: Timetables, define methods used, determine cut off dates, prepare data files for conversion, training of staff, balance files on old system
      - Control over conversion of data : supervision of senior management and auditor involvement.
      - Update system documentation- system flowcharts, system descriptions, operating manuals
      - Testing- balance files on old system with new files, third party confirmations, exception report follow ups, data run comparision parallel and manual, approval by users
      - Backup of new system
      - Post implementaion review.
