Intentions are the most important - the primary and secondary precepts can only be broken if there is good reason to do so
Consider the intention - only right if it is an internally good action (good action for a good end)
Consider the virtues the action expresses - an action is right if it expresses at least one of the Cardinal / Theological virtues
