Lesson 11
Aircraft Maintenance Responsibility
Aircraft maintenance follows owner/operator's approved Maintenance Schedule by DGCA.
MRO work adheres to approved conditions and procedures.
Only approved parts/materials/components used; CRS issued upon completion.
Maintenance agreements cover Singapore and foreign aircraft/components.
Organizations justify need.
Outside Singapore, approval via international agreements.
Aircraft can't fly until all work is completed and certified.
Pilot must be informed of aircraft status.
Flight test required if maintenance affects aircraft characteristics.
Components, etc., comply with SAR39; ARC needed.
Replacements identical or approved alternatives.

SAR 66
Aircraft Maintenance License (AML)
General
A total of 4 categories A, B1, B2, and C
A4 and B1.4 Helicopters Piston
A1 and B1.1 Aeroplanes Turbine
A3 and B1.3 Helicopters Turbine
A2 and B1.2 Aeroplanes Piston
Revocation, suspension or limitation
Authority may revoke, suspend, or limit AML if:
License holder unfit or improper.
Aircraft safety compromised.
Suspended or revoked license must be returned to Authority.
Application & Issue Highlights
License holder signs name with ordinary ink signature.
License valid for up to 2 years from issue or renewal.
Evidence of Qualification Highlights
Must present licenses upon request.
Privileges
Cat B1: CRS for structure, power plant, mechanical, electrical, and basic avionics.
Cat B2: CRS for avionic and electrical systems.
Cat A: CRS for minor line maintenance, personal work only.
Cat C: CRS for base maintenance on entire aircraft in SAR-145 org.
Medical Fitness Highlights
No privilege if not physically and mentally fit.
Basic Knowledge Requirements
Authority grants credit for basic knowledge through technical qualification.
Basic knowledge exam pass: 10 years, except M09, M10, M50: 5 years.
Two failures in 3 months: ineligible to reapply for exam by Authority.
Type/task Training & Ratings
Cat A: Certification after aircraft task training.
B1, B2, C: Type rating required for certification.
Initial Cat C training: Theoretical and practical at B1 or B2 level.
Approved type training: Demonstrated by examination.
Group ratings: Certification for non-large aircraft, unless complexity warrants type rating.
Experience Requirement
Cat C: 2 routes - AML and academic.
Experience on operating aircraft: participating in airline maintenance tasks.
A, B1.2, B1.4: 1 year recent maintenance on aircraft sought.
B2, B1.1, B1.3: 2 years recent maintenance on sought aircraft.
Cat C via academic route: 3 years experience, incl. 6 months base maintenance observation.
SAR 145
Approved Maintenance Organisation (AMO)
Paragraph 8A
Maintenance of Singapore registered aircraft.
Maintenance of aircraft components for Singapore registered aircraft.
Certification by country's authority.
Mutual recognition agreement between authorities.
Country specified in Advisory Circular
Part 145.1/.3/.5
Aircraft can't fly without CRS from maintenance organization.
Non-SAR-145 company may work under SAR-145 company's supervision.

Prepared by operator for specific aircraft.
Approved procedure by Authority.
Configuration Deviation List (CDL)
CDL ≠ MEL.
Safe deviation from certified configuration.
Master Minimum Equipment ListMaster Minimum Equipment List (MMEL)
List of inoperative onboard systems.
Procedures or conditions for relevant item operation.
Equipment/systems not in MMEL must be operative.
Service Bulletin (SB)
Continued airworthiness process.
SB by manufacturers.
Product improvement or fault correction.
Safety-related issues.
Owner/operator registration with manufacturer.
