Monarchs created permanent royal armies so they did not have to depend on the nobility, the Church or the cities
Fewer social conflicts and increased the stability of the kingdoms
Royal treasuries were responsible for collecting money to maintain administrative and military systems
In order to pay for the permanent royal armies, they increased their financial resources by creating taxes and asking for loans
THE LIMITATIONS OF AUTHORITARIAN MONARCHIES
Monarchs were unable to impose their will
Monarchs continued to need the nobility, the Church, the urban middle class and the regional courts to maintain their power
It was therefore important to maintain their privileges and involve them in government work
ENGLAND
The king had authority, and the parliament was also involved in making laws
FRANCE
The king of France had great authority
AUSTRIA
The Holy Roman Empire continued to be a conglomerate with little unity and very powerful individual members
THE ROYAL COURT AND ADMINISTRATION OF KINGDOMS
Administrative structure of kingdoms became more complex
They worked in royal councils and ministries helping the monarchs ruling their kingdom
This is considered the beginig of the modern state
There were some changes
Monarchs increased their control over the election of municipal governments by appointing the mayors and magistrates that they wanted
Monarchs also began taking part in the process of appointing important Church figures, sometimes even undermining the pope’s authority
If the royal treasuries were powerful enough, the monarchs needed less money from the regional courts and parliaments.
