Biden 2021 withdrawal of troops from Afghanistan in 2021 which was popular amongst Americans according to opinion polls but the chaotic exit led to Republican and some Democrat criticism (imperial as he goes against his own party)

Aim - achieving healthcare reforms "If I don't get healthcare done, I'll wish I didn't run for President"
Action
No clear mandate and had only 43.3% of the vote, he knew he would only have the first 2 years united government so limited time

Hillary's proposals were too divisive so lacked unity, many plans never voted on
Judgement: With more organisation and a better approach Clinton could've been successful. His inexperience and over confidence led to his failure

Focused on balanced budgets shrinking the size of the federal government and signed a welfare bill that was harsh on recipients (gained Republicans)

Aims: Affordable healthcare was the centrepiece of his 1st term and wanted to learn from Clinton's mistakes
Judgement: The Affordable Health Care Act remains significant achievement of his administration despite it not being as Obama would've wished
Action
Worked closely with Democrat House speaker Nancy Pelosi to help him persuade, she rejected bipartisan cooperation as she correctly predicted no votes from the other party
Willingness to compromise and delegation of authority so the Affordable Cares Act (2010) was passed meaning uninsured adults from 18% to 11% by 2016
Argued Obamacare was a burdensome bureaucracy, increased premium cost for many and failed to secure the poorest
Stimulating the economy

Aim: Development, relief and education for Alien minors (DREAM act) which granted residency and right to work for immigrants who entered the US as children
Judgement: Defeat of the DREAM and US v Texas shows failure in Obamas policies due to checks from Congress and the SC
Action
Underestimated opposition from the Republicans and some Democrats do failed to pass DREAM Act, he tried to use democrat political persuasion but weren't convinced due to economic difficulties
November 2014 issued executive order DAPA giving some immigrants 'deferred action status' delaying deportation of 5 million. Texas challenged this in USA v Texas in 2016 and the SC struck down the executive order
Ending the war in Iraq
Aim: March 2008 Obama declared "When I am Commander-in-chief, I will set a new goal on day one; I will end this war"
Judgement: Little choice but continued Bush's 'war on terror', he was diplomatic when it came to foreign policy but wasn't afraid to use force when diplomacy failed
Actions: successful in removing troops from Iraq, Argued by left he still had hawkish foreign policy due to 2009 Afghanistan troop surge, 2011 Libya campaign and 2016 Somalia war against al Qaeda
Donald Trump
Tax cuts

Judgement: Success in passing the Act although a lot of it was due to other individuals experience. The cuts didn't pay for themselves and never caused GDP to increase

United government so with help from House Speaker Paul Ryan and Republican Senator majority leader Mitch McComell Trump pass 2017 Tax Cuts and Jobs Act
Biggest overhaul in the US tax codes in 30 years with corporate tax 35% to 21% and did play small part in booming economy but not 6% promised rise
