The Legislative Process
Stages
1- Desire for legislation (introduction with no debate or vote, place bill copy of Clerks desk and sent off to committee)
2- Introduction to committee (where most bills are pigeon-holed with no hearing or vote only those with a lot of support get through) about 20 standing committees in the House
3- Committee consideration where a bill is either disregarded, amended or reported out (it is reviewed by the committee, its cost of implementation is considered and it recommends future action)
4- Timetabling (Senate uses unanimous consent which is an agreement by the leaders in which order the bills get debated and the House uses the House Rules Committee that is a 'gatekeeper')
5- On the floor (In both houses bills are considered first in a committee then by the whole house allowing for debate which included amendments then simply majority voted which may not need to be recorded)
In stage 5 in the Senate filibustering takes place which can delay bills eg Cory Booker did this for 25 hours
7 - Presidential Action (has 10 days to act to either sign the bill into law, leave the bill on their desk, veto the bill or pocket veto)

Legislative successes

American Recovery and Reinvestment Act (2009) - involved a $787 billion injection to stimulate the economy
The Affordable Care Act (2010) - required almost all Americans to have health insurance on low to no income (Congress repealed in 2016 but Obama vetoed)
Legislative failures
DREAM Act in 2008 and 2012 election campaigns allowed illegal immigrants to remain until they were adults, filibustered in the Senate
