Brazil has developed political/economic and humanitarian relationships with Haiti. The National Immigration Council enables Haitians to obtain visas relatively easily. This has been done to reduce the risks of human trafficking. This has been beneficial for Haitians who are trying to recover from the 2010 earthquake that displaced 1.5 million people. In 2013, 11,072 immigrants were received, allowing Haitians to escape political instability, poverty, disease, and appalling human rights issues such as gender-based violence.
