Founded on the values of respect for human dignity, freedom, equality, democracy, the rule of law, and respect for human rights, including the rights of persons belonging to minorities = Art 7 TEU
How are we going to strengthen what we have here?
Can we use it in practice? Not just when accepting a country. Can we give them direct legal value: can we sue someone for not respecting these values?
Problem: these values are very much not detailed → who will be the judge whether a value has been disrespected (Poland and Hungary? --> Poland v European parliament and Council 2020, Hungary currently being sued)

There is no finality of clear objective in this statement
Not aiming on the idea that there will be only one European people
Art 2 TEU: Values that the union is based on
Art 49 TEU: These values must be respected by a state when applying for membership (this is inspected)
Art 7 TEU: If a member state breaches these values, the EU can (and will most likely) force sanctions on the breaching country
Art 1 TEU (introduction): Creating an ever-closer union between the peoples of EU + EU law must be interpreted in the light of this
Charter of Fundamental Rights 2000 CFR
Includes the same values as the 2 others
Includes fundamental rights, which are protected and applied within the EU
Treaty on the Functioning of the European Union 2009 TFEU
Tells us more details about the function of the EU
