non voltage is where you don't need power for data to keep data even if the power is off you still keep all your data.
There re 4 types of primary storage RAM, ROM, cache memory and flash memory.

ROM ( read only memory) non voltage memory data cannot be written to and when power is off, it does not loose data. Data on it makes your computer turn o and function correctly.

flash memory this is like RAM data can be written too (or put on) or over written ( deleted) it is non voltage.
CPU performance.
The main part of the CPU is the FDE cycle ( fetch, decode execute)

If a horse and a snail were computers which one would you pick ; a faster computer has a faster processing unit like a horse not a snail.
MORE CORES : the more corers in a computer the faster the computer performs because each little core can carry out a different task.
