plan, and engineer adaptation projects through, for example, hardening
shorelines, raising roads and bridges, and planning for the relocation of
vulnerable structures. Planned adaptations are grounded in conversations
about climate change impacts on individuals and households by
considering communities’ adaptive capacities and including local institutions
in adaptation plans (Ayers and Forsyth, 2009; Dodman and
Mitlin, 2013; Nightingale et al., 2020).
