Proposed changes must be brought forth with an explanation of why they are needed.

Status of tech and suggested updates can be reviewed quarterly if nothing is brought to the attention of the team.

Establish a team that is in charge of approving/denying technology changes.

This team will be responsible for vetting and determining viability of proposed changes.

Feasibility must be determined before changes are approved.

If determined to not be feasible, results must be shared with proposer
