The goals of COP 28 are to limit the global temperature to 1.5 degrees Celsius, helping vulnerable communities adapt to the new climate, are achieving net zero by 2050 which means emitting less CO2 then we take out.
The controversy is that the event is being hosted in the city of Dubai which is the heart of one of biggest producers in the world(UAE). People find it to be hypocritical that a country that is one of the largest oil producers with plans to increase oil productions is holding a conference to talk about why oil is bad.
The major stakeholders are UAE, Saudi Arabia, USA, oil companies, vulnerable communities, children yet to be born, women, investors, shareholders, litigants, non-governmental organizations (NGOs) and activists, governments, communities, suppliers, customers and employees, and China are all major stakeholders in these discussions
200 governments have been invited, the includes France, Japan, Germany, and many more. Kamala Harris will be representing Joe Biden and Xi Jinping will be The UK will have both their Prime Minister and King attend. Pope Francis will not be attending anymore because of an illness
Cop 28 will prioritize the urgent, multisectoral action on health challenges related to the triple crisis of climate change, environmental pollution and biodiversity loss and calls for strengthening prevention, response and resilience. They want every country to either fade out or fade in and for the carbon emission by 2050 to be less then what what they take out.
By 2030, it is expected that the oil industry will peak and then start going down.
The cost of solar energy is cheaper than coal now. The cost of solar energy has decreased by 80% in the past 19 years meaning more governments are investing in solar power.

In warmer places, dangerous heat waves are becoming more common and lasting longer. To adapt people have outfit buildings with more insulation and efficient cooling technologies. Planting trees has also been helpful, as not only do they provide shade, but they also remove carbon with causes the heat waves. People have also installed the roofs with plants for the same reason and are called "green roofs"
Due to climate change, there has been changes in the amount of precipitation which is making farming a challenge. Farmers have been adapting to these conditions by adapting their techniques, planting drought resistant crops and making irrigation more efficient. Managing fisheries and setting fish quotas help ensure that fish are not overharvested. Communities are also making changes to improve food storage and preservation and running food banks to help distribute food to people in need.

As climate change causes the sea level to rise, sea walls and levees can help limit the amount flooding of coastal cities. Both near coasts and inland, improving stormwater drainage can help keep communities safe from flooding as climate changes increases the amount of rain in storms. Homes have been built in ways that reduces the chance of flooding. For example, homes raised on stilts and floating houses help prevent the threat of flood water
