4.3 - Advantages and disadvantages of sports development initiatives and events
Cost
Montreal 1976 - £1.6bn debt
Upfront costs can be a major challenge
for most organisations and initiatives
to get off the ground.
£9 Billion cost of London 2012 - Funding for sport development insignificant compared to this.
Limited funding available for initiatives
Important for organizations to work in partnership,
in order to combine resources.
Limited Sport England / Lottery funding
Organisations combine resources to maximise the resources available
Where funding has been given,
financial benefit can grow long term.
British Cycling / Gymnastics / Athletics
Investment in London 2012 led to long term success
Time
Brazil 2014 suffered major issues
as they failed to allow enough time for planning
Sport development and initiatives
in particular take a lot of time to deliver.
Can result in an over reliance on volunteers
More challenging with constrained budgets
Time to see / measure results and effects can be very lengthy, even with the best plans in place;
Health benefits would need to wait even longer, to see if participants health was improved later in life.
To see if an initiative produced more elite performers, would take years waiting to see if the participants develop to that level.
Time will be very dependent upon
the scale of the initiative.
Major event (ie Olympics) will take years of planning.
Expertise / Ability required
Mexico City
Initiatives aimed at increasing participation
need a pool of talent if they are to be successful.
These youngsters then hopefully might
develop into athletes in the future.
Sainsbury's School Games aims to
increase participation in children.
Funding and support is required once
participation has been gained.
Planning and delivering sports at all
levels requires numerous people
and organisations
Policy makers in government use their
knowledge, insight and evidence
Where sport development projects should
take place and to who
Organisations such as Sport England
/ UK Sport / NGBs / Schools
Deliver the vision of the
policy makers
Elite athletes at the highest level
Act as role models and
increase awareness of the sport.
Human Resource
Staff need to be trained continuously
to meet ongoing demands.
Sport Coach UK / NGBs
Training coaches is important to ensure
high quality delivery
Volunteers are essential in
sport development
Large international events
70,000 Games Makers at London 2012
Running sport at grassroots level
Level of Accountability
Overall accountability sits with central government, mainly the DCMS and Department for Education
In sport development, there are numerous levels of accountability.
NGBs will hold accountability in their own sport, working with schools and clubs to build their sport.
Local councils will be held accountable in terms of their local area, in relation to their requirements to provide local public services.
The vast majority of accountability in this country would sit with Sport England and UK Sport as they provide the vast majority of funding.
Success Measures
At participation level;
Initiatives measured over a
certain period of time;
Participation levels increased over a certain period
Health behaviour changes over a certain period
Cause and Effect measured;
Participation numbers should be increasing
More satisfaction from participants
Does the initiative show a strategy, partnership working?
A positive impact on local authority priorities
Does the initiative meet the communities needs?
A positive difference to the lives of individuals should be identified
Success Measures
at elite level;
Improvements in national / international level performance
Increases in medals
More / Better quality coaches supporting better athletes
Increase in participation based on success at elite level
More performers in Talent pathways
