Are you with a coworker? Do you have your phone? Do you have your tool belt? Are you in the state of mind to handle this well?
If NO then WAIT
Take 5 minutes to self regulate and gather thoughts/supplies before approaching with kindness. Maintain distance and speak in a calm and polite manner, setting a boundary and explaining why behavior X impacts the park staff and users.

FOLLOW UP - Let them know that by being in this 'no trespassing' area they are trespassing as per NYPD advice and now operating at their own risk. Let them know that if we are harmed by someone trespassing in this area we will be pressing charges.
