This generation focuses on the civil and political rights that protect individuals liberty from the state. They are mostly negative and natural rights and centralize what it means to be a human.

This generation focuses on the economic, social, and cultural rights that allow citizens to flourish within the state. These are mostly positive rights and provides public services that delivers equality of opportunity for each citizen.

3rd Generation:
This generation applies to communities and global, international, regional, national, and local levels, rather than to individuals. This provides a protection of the environment, peace and responsibilities that must be achieved.

The right to development must be fulfilled so as to equitably meet the developmental and environmental needs of present and future generations.
Peace, development and environmental protection are interdependent and indivisible.
