Lack of permanent cadre, dedicated staff, secretarial staff - brings ad-hocism in functioning of small CSOs.
Constraint of funds - e.g. post FCRA 2020 amendment, challenges for CSOs have exacerbated.

Resource crunch - infra + manpower - to ensure widespread, effective public service delivery

Cannot compete w the reach of the state - are too disaggregated to be utilised as essential public service delivery models
Poor interoperability b/w local and global CSOs limit the possibilities for inculcating best global practices at the local levels
Issue of foreign funding of CSOs . e.g. missions of charity ago not granted continuation of license by the govt. due to issue of foreign funding

Seek role of CSOs ion r&d for better policy making - e.g. Vidhi legal centre does tremendous research work in the legal field

Enhance govt fning - by raising questions, pointing out drawbacks in policies
Space for dialogue - create space for dialogue in society, strengthen freedom of expression
Make governance an inclusive, participative and representative process. E.g. Case against 377 filed by Naz foundation, as well as NALSA judgment for transgenders' its
Collaborative process- Contribute to a collaborative, discussion based governance process. E.g. PDP bill was initially recalled after criticism from civil society.
Imp role in magnet of crisis - e.g. CSOs provided shelter to poor families, homeless during COVID.
Can actualise framework for evidence-based policy making through collection, dissemination of developmental data. - e.g. Education survey conducted by PRATHAM
Expansion of human rights - e.g. CSOs like Ritinjali have been providing inmates w legal counselling, income generation opportunities
