This quote uses hopeful language, describing things that have already been done to help the poor. After this quote, he proceeds to talk about things that can still be done to help those in need.

"One percent is the girl in Africa who gets to go to school, thanks to you. One percent is the AIDS patient who gets her medicine, thanks to you. "
This quote is intended to inspire the government by calling them to action to use one percent of the budget to help the poor. Using examples of what that one percent would help is an inspiration to do better.

By referencing an organization that fights extreme poverty, he is telling people that it can be done and the benefit of helping those in need.
