The creation of VNIIR began in June 1966. Then Gosstandart issued an order to organize the Kazan branch of VNIIFTRI at the request of the Tatar Regional Committee of the CPSU in order to improve metrological support for rapidly developing industries in Tatarstan, such as oil, chemical, mechanical engineering, instrument making, aviation, etc. The Kazan branch of VNIIFTRI officially received a legal entity as research organization, in November 1966.
Due to the fact that the VNIIFTRI Branch was located on the basis of the Tatar LGN, one of the main issues during the formation period was the construction of production facilities. For this purpose, a project for the reconstruction of the existing building was developed and agreed upon with Gosstandart and the City Executive Committee. It was decided to add two floors to the existing building and build two extensions to it, also four floors. In April 1967, work began. Already in March 1968, the third and fourth floors were put into operation, where scientific laboratories were located.
In 1973, by order of the State Standard, the Kazan branch of BNIIFTRI was designated as the Main Center of Standards of the country for measuring the flow of liquids and gases. The great achievement of the Branch’s team was that by 1975 the first stage of the country’s reference base in the field of flow metering had been created. For the first time in the practice of domestic standardization and metrology, the Kazan Branch of VNIIFTRI in 1974 created and approved four standards as state ones. Three of them are in the field of measuring liquid and gas flow, and one state special standard for the relative humidity of oil and petroleum products.
In 1986, by Order of the State Standard of the USSR No. 0105 dated October 30, 1986, the Kazan branch of VNIIFTRI was renamed the All-Union Scientific Research Institute of Flow Measurement (“VNIIR”).
