Mexican Constitution’s 3rd article
Everyone has the right to education
The State will prioritize the best interest of girls, boys, adolescents and young people in access, permanence and participation in educational services.
Teachers will have the right to access a comprehensive training, training and updating system fed by diagnostic evaluations, to meet the objectives and purposes of the National Educational System.
The State will strengthen public teacher training institutions, especially normal schools, in the terms provided by law.
Educational facilities constitute a fundamental space for the teaching-learning process.
I. Guaranteed by article 24 freedom of belief, said education will be secular and, therefore, will remain completely alien to any religious doctrine.
a) It will be democratic.

c) It will contribute to better human coexistence, in order to strengthen appreciation and respect for nature, cultural diversity, the dignity of the person, the integrity of families, the conviction of the general interest of society, the ideals of fraternity. and equal rights for all, avoiding the privileges of races, religion, groups, sexes or individuals;
II. The criterion that will guide this education will be based on the results of scientific progress, it will fight against ignorance and its effects, servitude, fanaticism and prejudices.
d) It is repealed.
e) It will be equitable.
f) It will be inclusive, taking into account the diverse capacities, circumstances and needs of the learners
g) It will be intercultural, by promoting harmonious coexistence between people and communities for the respect and recognition of their differences and rights, in a framework of social inclusion.
h) It will be comprehensive, it will educate for life, with the aim of developing cognitive, socio-emotional and physical capacities in people that allow them to achieve their well-being.
i) It will be of excellence, understood as the constant comprehensive improvement that promotes the maximum learning achievement of the students.
IV. All education provided by the State will be free
V. Every person has the right to enjoy the benefits of the development of science and technological innovation.
VI. Individuals may provide education in all its types and modalities.
VII. Universities and other higher education institutions to which the law grants autonomy will have the power and responsibility to govern themselves.
VIII. The Congress of the Union, in order to unify and coordinate education throughout the Republic, will issue the necessary laws, aimed at distributing the social educational function between the Federation, the federal entities and the Municipalities.
IX. The National System for Continuous Improvement of Education is created, which will be coordinated by a decentralized public body, with technical, operational, budgetary, decision-making and management autonomy, with its own legal personality and assets, not sectorized.
X. The obligation of higher education corresponds to the State.
