In 1788 there was a particularly poor harvest (hailstorms) which hit the peasantry hard! Harvests had been poor since 1785.
50% of peasants did not own their land and had to give 50% of their crop to the land owner (seigneur)
Before 50% of income went on bread but following bad harvests nearly 99% of income was being spent on bread

That said: In 1782 the percentage of tax revenue spent by Britain to service its debt was 70% and yet it was a stable country. Other factors therefore at work!
