Henry II's England
He was also the ruler of lots of land in France (the Angevin Empire) as a result of his marriage to Elanor of Aquitaine. He spent much of his time in France.
He introduced changes in how England was run so more money could be raised for the upkeep of the empire.

Their main argument was what what should be done with priests who had committed a crime. Currently they were tried in special religious courts.
