Submittals & Approvals
Submittals should be able to be managed in a single place for a project with the ability to filter to show specific submittal types or stages. See the link below for an example layout

Larger Projects will be broken into Submittal Sets and submittals can contain multiple items for approval at once
Submittals or Submittal Sets need cover sheets to detail the contents whether the submittal is one item or an entire projects worth.These cover sheets may simply be called submittal cover sheets or transmittals. Transmittals is a very broad term to describe the sheet that details the contents of anything sent to anyone. Not day to day emails, but sending product data to GC's, shop tickets to fabricators or samples to testing facilities would all require a "Transmittal" similar to the examples below:Sample Submittal Cover Sheet

Sample Submittals are typically needed for Finish Products, but products like thinset or adhesives only require Product Data Submittals

Most projects will require product data submittals for all products being installed on the job, from the waterproofing to the thinset and grout and the finish products
Client Response
A submittal set can have various responses. Within one submittal set you may have items that are Approved, others Approved as Noted (AAN) and others Revise & resubmit.

Submittal process can start after the Contract is awarded
Submittals are often included in the SOV and can be broken open to all them to bill for shop drawings, samples and other submittal types as soon as they are approved
