Public Policy: statement of purpose and a set of actions taken by governments to tackle problem or societal need; directs nature between government citizens; authoritative; legally coercive;
Socially constructed: Whether problem is regarded as a problem depends on objective dimensions and subjective perception shaped by societal values & experience
Goal directed; focused on needs and problems; objectively or socially constructed; can focus on broad (collective good programs) or narrow programs affecting a few/one individual(private)

Agenda Setting: identifying poliiical values; deciding whh issues need goverrnment attention; ranking policy priorities;

- using tax money to provide public goods is often ineffective and inefficient bc gov lacks sufficient information on consumer preferences
