On November 28, 1783, during a trip to bring Prince Canh and the seal of Lord Nguyen Anh to France, Pigneau de Béhaine (Ba Da Loc) represented Nguyen Anh to sign with Count De Mantmarin (representing King Louis XVI of France) a treaty called the Treaty of Versailles. This was the first document ceding to France the sovereignty of the mouth of the Touron Sea and the Kunlun Islands. In return, France would give Nguyen Anh 4 warships, 1,200 soldiers, 200 gunners, and 250 African soldiers to fight the Tay Son Dynasty. The outbreak of the French Revolution prevented the country from fulfilling this commitment.
