Essentially, designed to identiify potential impacts aof development, action, program or policy and to consider what may need to be done to reduce adverse effects on evironment. (Textbook P76)

Originally evolved from polotivs surrounding impacts of development to the environment but has now become a technocratic approach ignoring social, political and econopmic conditions (Textbook P25)

Essentially defensive, argument that due to the lack of environmental concern in development in the past (Tectbook P30)
Uncertainty, Sammarco suggests most minor proposals are not a concern but the cumaltive effect of many minor proposals may ahve an impact of concer. (Tectbook P31)
