"If you can keep your head when all about you" Personal pronoun "you" used, connects with the reader on a personal level to teach them about the importance of "keeping your head" or self-restraint. Anaphora "If" is also used repeatedly throughout, possibly to show that the outcome of self-restraint is always a good reward.
