        Kaiser Wilhelm II overturned Bismarck's alliance system and Germany's initial status quo. His policy of Weltpolitik created conflict with Britain, who abandoned its 'splendid isolation' policy because of threats to its naval supremacy.
        
        Kaiser's federal form of government involved all the states under one monarch, but also provided more involvement with a republican system. This is more liberal compared to Bismarck's Germany because of the conservative monarchy.
        
        These events affected the 'balance of powers' between the Great Powers and states were struggling to gain independence. It created conflict between Russia and Austria-Hungary, and competition between the Great Powers and the people living in the Ottoman Empire.
        
        Bulgaria among other states wanted independence from Ottoman rule. Other European countries wouldn't recognize this region if it was ruled by the people because it would be seen as weak. This relates to the Eastern Question, and shows conservatism as the other European countries rejected the idea.
        
        The Dreikaiserbund /Three Emperors’ League, The Dual Alliance, The Triple Alliance, and The Reinsurance Treaty among others formed a 'web' of alliances among certain European countries. Britain and France were mostly isolated. Due to this, Germany had more central power militarily and economically.
        
        European leaders would make decisions without the opinions of the public, which often resulted in disputes with the government on those matters. The countries involved in these alliances would be more conservative because they are disregarding the individual rights of the people.
        
        It destabilized the 'balance of power' economically and militarily. It led to insecurity, searches for alliances (e.g. Three Emperor's League), and the 'revanche' movement. All of these reasons increased tension in Europe.
        
        Bismarck unified Germany under conservatism through nationalism. For example, he opposed the Catholic Church because its attitudes went against his authoritarian system of government.
        
        This final war of German unification was achieved through 'blood and iron' where Bismarck led wars against other European states. It triggered an arms race and the need to improve infrastructure in continental Europe.
        
        Bismarck had conservative motives to submit the German population to the emperor/state. These efforts to increase loyalty were made to unify Germany.
      - Prussia gained control over the German states and Austria lost power. This strengthened the empire and it increased in power.
      - This event applies to conservatism because Prussia ruled the German territories where they thought that the people were unable to rule themselves. This implies conservatism because it is taking away the chance for individual opinions into how the government should be formed.
