The athorities can restrict or ban a gathering if they believe it might become violent to maintain safety.

That people can move freely around different country's
to understand each other and there want's to move around
To travel over borders and states freely
The Freedom of Association
The government must be prescribed by National safety, public safety, public order, protection of public health, protection of public rights and freedoms of others.
People have the right to engage and gather among other people to communicate, encourage, and share common interests under the right to freedom of association.
The government cannot limit this freedom via Religion, gender, and age
