Case 1: Through a private line directly connected
Generation unit sign PPA contract with Customer
Not through the national grid
PPA is in accordance with Clause 22 of Electricity law
Unlimited capacity, voltage level of connection (no need to be 22kV), purpose of electricity using,...)
Apply the current regulation: Electricity law, regulations of retailing tariff by MOIT, circular 06/2021, 09/2023,...)
Generation unit have to obtain the electricity operating license and commit to comply with the PDP)
Case 2: through the national grid.
Model 1
The generation unit connects to the national grid
Customers sign differential forward contracts with the generation unit (with commitments on the payment and price)
Generation unit have to be in the competitive wholesale electricity market
Generation unit sells power from the plant to the spot market
Generation unit and Customer will pay each other for the difference if the spot market electricity price for the committed power output in the contract is different than the agreed price.
Applied before 1 July 2024
Model 2
Customers sign differential forward contracts with the generation unit (with commitments on the payment and price)
The generation unit connects to the national grid
Generation unit have to be in the competitive wholesale electricity market
Generation unit sells power from the plant to the spot market
Customer buy electricity from the Retailer, pay to Retailer at the wholesale electricity price + services fee (transmission, distribution, electricity system operation dispatching, electricity market management, electricity system auxiliary service)
Applied from 01 July 2024
(1) RE plant: Installed capacity of 10MW of more
(2) For production purposes only
(3) Customer: buying electricity at a voltage level of 22kV or higher
