No definition of ‘establishment’ in the GDPR; however, Recital 22 gives a broad meaning:
Establishment implies the effective and real exercise of activity through stable arrangements. The legal form of such arrangements, whether through a branch or a subsidiary with a legal personality, is not the determining factor in that respect.

If a French-C has a car-sharing app only available in Morocco, but the data processing activities are carried out by C in France, GDPR will nonetheless apply to the processing of the personal data.
The fact that processing relates to individuals who are not in the EU is not determinative, as the processing is still carried out in the context of the activities of the French-C.
