Vulnerability of cities/society

People often need a disaster (shock; shows the risks of the system) to come to action and make the environment resistant
Almost was much worse (destruction of critical infrastructure: hospitals etc): system fails, not 1 part of the system
Storm showed a connected path/relation (cohesion) of everything
Solving the problem is a chance to reconnect social, economy & ecology, close the gap between science & politics: vulnerability is the result of politics & policy (choices)
Poorest neigbhourhoods mostly the least protected,
Dutch 1953 disaster: never agian, USA: connect protection level to property value, mostly black communities bad protected

Antropocene: we have to do something with this disaster & the effects (systematic relation between disaster & were effects occured (and in with extent).
Rebuild by design principles for better plans
Compare & connect all the data: mapping, comparing & surch for relationships
Result: socially vulnerable communities are triply challenged:
They are less able to take costly risk mitigation measures, have fever resources and are often situated in areas of highes risk.
Designing opportunities
Urbanists: from maps & considerations (scenario's), a multidisciplinary team created numerous concepts/idea's/solutions (possible interventions)
Several companies were involved: Dutch water management, Swedish socialist planning company etc.
Field work: talk with people in certain neighbourhoods
Gather additional data/knowledge of the locals that is informal/not written down (in people's minds)
Jane Jacobs started with discovering the community, governemts only look at numbers (bad neigbhourhood because crime numbers)
Workshops: involve local communities
Involve locals: let them think of idea's/solutions (concepts) from scratch: sketch
In this plan they presented the concepts to locals to discuss -> select a pair of concepts to work out in co-creation with the local community
They know all the in's & out's of their own surrounding & have been improvising for years
What is the real problem?

Before identifying critical problems & soloutions:
design thinking approach
to develop a
highly nuanced/integral undstanding of the regional vulnerabilities
NOT: surch for the 1 critial point/generator that felt out = problem & fix this (quick-fix-solution)
Co-creation
Final/concrete design projects to solve the problem (integral approach)
Not 1 big solution that will solve everything:
out of data & narratives -> connect to locations -> create specific projects/concepts for every location, based on their own situation
Hybrid approach (Robert Moses & Jane Jacobs)
Moses: modernism: thinking big & making big logical things (Ivory tower planner: bigger=better)
Jane Jacobs: small answers (don't destroy neighbourhoods for big projects), but involve neighbourhood community
Could there be a "love-child"of these two opposite ideologies (combine extreme uncombinable ideologies) ?
