To encompass a large, diverse and shifting society, parties needed to find a way to represent all these interests within each party. The challenge: brokerage parties need to be catch-all-parties and to be careful not to actually catch all the interests, so their supporter coalition doesn’t explode.
They thus adopted the franchise model (opposed to the centralized, disciplined mass membership model), local autonomy for national discipline, which survived to all the party system crisis.
Party’s coherence: the franchise model allows parties to be responsive to the local communities as they aggregate the claims of a plural society within one party and ensures that local campaigns address local issues.
