stages of a bill
first reading, second reading, committee stage, report stage. third reading, House of Lords, royal assent
first reading
bill is first announced to House of Commons, first vote is taken as to whether the bill should progress

committee stage
examined in detail by a small committee made up of MPs from different parties. committee will report back and propose amendments

third reading
final chance to debate the contents, no amendments allowed, must either vote to pass or reject the bill
house of lords
goes through same process as commons, if lords amend bill it must return to commons
royal assent
monarch signs the bill and passes it, cannot amend it just there to pass it

types of bills
public bill
bought by an MP or group of MP, affect the whole population . most gov bills are public
private bill
bought by an individual MP and does not affect the whole population, only a certain group
parliament

made up of 3 parts: House of Lords, House of Commons, monarch
green and white paper
green paper
introduction of the bill (proposal), gain enough votes it goes into a white paper
white paper
if gov alter the bill, white paper is drafted which sets out intended aims
