Pasteurs germ theory proved the link between dirt and disease

In 1867 working class men had been given the vote.
The MPs therefore took more notice of the people who were actually affected by cholera.
Education
In 1870 every authority had to set up schools
Health education was taught in most schools

So they could read the guidance on health
Cholera
1865-Cholera came back
since John Snow had proved that water caused cholera
Ratepayers were now happu to pay to clean up their towns.
Some cities led the way
Leeds
In 1866 the town appointed a Medical Officer of Health
This was because the local newspaper blamed the council for 2000 unnecessary deaths.
This inspired other towns.
In 1870 a local firm got taken to court to prevent sewage being pumped into its river
In 1874 they got their first sewage purification works.
Statistics
From 1837, the government collected data on births, marriages and deaths.
A man named William Farr used this data to find out where the death rate was highest and what it was caused by.
He could therefore prove the correlation between unhealthy living conditions and preventable deaths.
He also shamed the most unhealthy towns.
This made them act!

The government realised it was in everyones interest to have good public health
They therefore forced towns to clean up.
They therefore are now more interested in public health
