Implemented policies, improved infrastructure and had foreign trade to catch up to the West

After WW1, price of rice increased by 174 percent and country had high unemployment, growing resentment toward civilian govt
Tensions in society
Changing role of women
Traditionalist grps were worrying that JP was losing its identity as young women were starting to find jobs in cafes and at silk mills and that they were not traditional house wives (threat to society and values)
Rural-Urban divide
Zaibatsus created, leading to the rich becoming
richer and the poor staying poor
The growing discontentment of the poor towards the rich increased lead to riots like the Rice Riot which was due to the increase in price of commodities

JP exports decreased, causing farmer income to decrease by an average of 43% and farmers formed unions and protested

Caused mass unemployment, with 15 to 20 percent becoming unemployed, causing workers to protest against employers
Fear of communism
Many workers were attracted by the communists criticising the state and calliing for a revolution and the govt was worried abt it
Growing distrust of govt
Lead to the JPese to believe that the CV govt only cared for the rich (zaibatsus and stuff) and believed that they were working with them.
