Budget Cuts: £900 million cut from prison budgets - so fewer staff managing same number of prisoners.
Staffing: more inexperienced staff - lack skills could lead to higher recidivism - lack of social control when released.
Result? lack of social control inside prisons:
Higher levels of prison suicide
higher levels self-harm and mental health issues
More frequent attacks on staff
Prison riots
Increased drug abuse
Prison escapes

Evaluate the effectiveness of charities and pressure groups to reduce re-offending (7)
Effectiveness:
Prison Reform Trust - 'care not custody' campaign ensured some with mental illness were given treatment and not imprisonment.
Extra £50 million received from government to develop such schemes
Prince's Trust - works with young people to provide alternatives to crime. 2/4 achieve positive outcomes. nearly 1million people helped since 1976
Howard League for Penal Reform - ran a 'books for prisoners' campaign and also work police to reduce criminalisation of children
Not Effective:
Charities & pressure groups dependant on public donations to survive - so funding is NOT guaranteed
Cut in government grants to charities of £3.8billion over last decade
Effectiveness of groups can be inconsistent and vary greatly around the country
