DEVOLUTION
- since 1999, uk has been transformed by devolution.
- the delegation of power from westminster to assemblies in wales, NI and scotland.
- westminster parliament still holds sovereignty but in practice only deals with devolved matters with agreement of devolved bodies.

DEVOLUTION IN ENGLAND
local government:
- single-tier unitary authorities carry out all functions of local govt. mostly in large cities and urban areas like birmingham.
- two-tier local councils compromise country councils and district councils - functions are split between two types of local authority. found in more rural and less denseley populated areas.
- key functions: education, providing social care, waste collection and the provision of social housing.
- some large cities or regions (greater manchester, west of england, sheffield city) have directly elected 'metro mayors' who serve several combined local authorities.
govts devolution dealas allow combined authorities to take on additional responsibilities, but require a metro mayor to be elected for that area.
limits on local govt:
- limited legislative powers - although they can in certain circumstances introduce certain measures like congestion charges in london.
- most functions that involve carrying out responsibilities and roles are decided by central govt.
- most revenue raising is tightly controlled by central govt. - council tax cannot be raised beyond 5% as set by westminster in 2018
