claim to fact
A claim of fact makes an assertion about something that can be proved or disproved with factual evidence. They have to be debatable and offer an assertion about an issue. So a claim cannot simply consist of a statistic or proven fact.

Value judgments are statements that express an individual's beliefs or opinions about what is good, bad, desirable, or undesirable.

Prediction

They may be based on statistical models, scientific research, or other forms of data analysis, but ultimately they represent educated guesses about what may happen in the future.

hypothesis
proposed explanation or prediction for a phenomenon based on available evidence or observations. Hypotheses can be tested through research and experimentation to determine whether they are supported or contradicted by the available data.

Recommendation
A recommendation is not necessarily a claim in the same way that a claim of fact or value judgment is. While a recommendation may involve an assertion or opinion, its primary purpose is to offer advice or guidance.

"To reduce the risk of heart disease, doctors often recommend that patients exercise for at least 30 minutes per day and consume a diet low in saturated fat."
"Based on the patient's symptoms, the doctor recommended that they take a particular medication for the next week."
