Role of the Govt
Pauper Children
-Poor Law Schools Act 1848, combined parishes and unions into school districts to improve education for pauper children
-Forester's Education Act 1870, first of a number of acts to made education compulsory in England and Wales
Medical Treatment
-separation of the treatment of paupers from the workhouse in regards to illness
-Poor Law beginning to provide a national, state funded system of medical care for paupers and the poor
Finance
-Union Changeability Act 1865 meant that the poorer parishes were now in a much better financial position to look after their paupers
-rich parishes now subsidised the poorer parishes
Poor Law Board 1847
Why and What
-1847, the govt replaced the Poor Law Commission with the Poor Law Board
-intended to link it more firmly to the govt
Role of parliament
-a MP and 2 secretaries undertook the day to day work
-several cabinet ministers sat on the Boards
-admin of the Poor Law Board was answerable to parliament and responsive to public opinion

Local Government Board
Aims
-tried to reduce the number of paupers recieving relief
What
-took over responsibility for the admin of the Poor Law in 1871
What did it do
-issued a circular condemning outdoor relief
-supported local authorities when they took a hard line with the able bodied poor asking for relief
-authorised emigration schemes
Issues
-outdoor relief still remained the most popular and cheaper way of relieving paupers
-didn't do much to improve the lives of paupers
-only served to ensure that the administrative system was more efficient
