Leasing that /20 is without a doubt going to be the cheapest option for you. You're paying less than $1k per year, and there's no way you're going to find a CGNAT solution, plus support and the hardware to run it on for less than that.
Anecodote. Collegue at Altnet is paying £20k PA to lease /19 (8192) space. Can we develop a CGNAT solution cheaper than £2.40 per IP per year. (Hardward, licencing, support) etc.
(From /r/networking) Leasing the IPs from Cogent. It's 20 cents an IP. They are offering us up to a /12 lease if you can believe it.

What is the sizing required, subs, Gbps, PPS (a10 software high PPS can be an issue)
