how citizens and the gov can complement one another to address the needs of society, influence decision-making in public affairs and strengthen citizens' sense of belonging
4.1 addressing needs of society
this effort focuses on improving the well-being of diff groups of ppl by responding to the issues and challenges they face
working together to address needs of elderly
efforts by individuals
mdm malligesvari is an e.g. of a citizen who actively contributes to the good of society.
through RSVP SG (the organisation of senior volunteers), she identified areas of need in the community that she was passionate and concerned about. she felt that she could use her knowledge, skills and experience to help others
68 years old her volunteers as an instructor for the age well everyday (AWE) programme. it promotes active ageing and healthy lifestyles for seniors to reduce risk of dementia. she teaches senior citizens how to stay healthy, exercise and keep active through brain-stimulating activities
community groups
RVSP sg is e.g. of social service agency (SSA), a formal community group organised by citizens. formed in 1998, RVSP sg actively engaged senior citizens in volunteerism. they believe seniors play a vital role in society and seeks to provide them with meaningful opportunities to contribute to community
senior volunteers serve more than 200000 beneficiaries each year, which includes: socially isolated seniors, elderly patients discharged from hospital care, mentally disadvantaged and at-risk children from low-income fams. they also run the volunteer learning centre, where qualified senior volunteers train other volunteers
volunteers in the mybuddy programme play an integral part in helping recently discharged elderly patients cope well at home. the patients receive btr care as volunteers offer physical and moral support during regular help visits
cyberguide programme offers wide range of courses that equip senior citizens with up-to-date IT skills and knowledge
government
gov agencies work with comm grps to encourage seniors to stay active, healthy and engaged
e.g. gov agencies like national council of social service (NCSS) develop resources to enhance capabilities of SSAs, including those committed to meeting needs of elderly
NCSS developed volunteer management toolkit 2.0 to provide SSAs with a framework and guidelines on how to manage volunteers effectively
it worked with various partners like RSVP sg to contribute to the development of toolkit by sharing their best practices in volunteer management , so learning can be shared with rest of SSAs.
includes info on data protection, corporate partnerships and learning points from case studies to support SSAs
4.2 influencing decision-making and public affairs
citizens can offer inputs which the gov fail to notice or good ideas, & the inputs can improve policies
societal problems
are complex and require longer-term solutions
citizens and gov can work together to make decisions for the good of society thro engagement platforms lik reaching everyone for active citizenry @ home (REACH) and citizens' jury for war on diabetes
REACH is national feedback and engagement unit under ministry of communications and info. it seeks to engage citizens' views on public policies, and listen to their concerns and issues. it consolidates and shares the feedback received with relevant gov agencies
in addition to email and online feedback, REACH uses social media platforms to encourage singaporeans to highlight key issues of concern to the gov
to encourage singaporeans to be involved in shaping sg's public policies, REACH organises both face-to-face and online engagement sessions such as public forums, dialogue sessions and listening points
working together to design public solutions in war on diabetes
e.g. efforts in designing public solutions, like citizens' jury for war on diabetes
in 2016, MOH launched a nationwide effort, war on diabetes, to help singaporeans prevent and manage diabetes
as part of efforts, MOH organised sg's first ever citizens' jury to develop comm-based and comm-driven recommendations to combat the prob of diabetes.
76 citizens and PRs (ppl with and without diabetes, caregivers and healthcare providers) went were given info kit by MOH and 21 experts from various organisations shared experiences and resources about managing diabetes. they were experts comprising healthcare practitioners, academics and volunteers. over period of 4 sessions on sats over 7 weeks from nov 2017 to jan 2018
on 14 apr 2018, MOH announced it would support 14/28 recommendations and explore remaining 13. a campaign to drink more water was one of the recommendations that received gov's support. the gov installed more water coolers in public areas. another reco taken up was a diabetes awareness campaign and curriculum for children
4.3 strengthening citizens' sense of belonging
form a unique national identity and feel they have an essential place in society
e.g. every year, singaporeans celebrate national day on 9 aug, commemorating the day sg gained independence
e.g. through programmes like remaking our heartland and HDB's build-a-playground, citizens can participate in surveys, focus grp discussions and workshops to contribute to ideas for the design of neighbourhood spaces like parks and playgrounds.
they will feel stronger sense of attachment to sg
will then want to show more care and take action helping other citizens
working together to strengthen citizens' sense of belonging by preserving memories of dakota crescent, seen as part of sg's heritage
in 2014, gov announced dakota crescent, one of sg's oldest housing estate, would be redeveloped as part of renewal plans for older public estates. residents would be able to relocate to cassia crescent, a nearby estate of new HDB flats with elder-friendly universal design features.
in 2017, another announcement was made that some buildings and a playground in dakota crescent would be retained and repurposed for civic and comm uses
efforts by gov
sg fund, launched by sg gov in 2016, supports ground-up projects that build national identity or meet social and comm needs. successful applicants may receive funding up to 80% of costs, subject to max $20000 a project.
as of 2020, ministry of culture, comm and youth disbursed $4.3m to support more than 24 projects involving over 9000 partners and volunteers. between 2 homes was one of the projects that received funding
efforts by comm grps
mr cai yinzhou from dakota adventures (a social initiative to promote the neighbourhood) and mr jeremy ho from run & gun media (a private media company) came together to form an informal comm grp for a project called between 2 homes. It began in 2016, as residents start to relocate.
the grp envisioned using dakota as a case study on how a comm could come together to preserve memories of a place and render assistance to those affected by the relocation
they produced a multimedia website to document the rich heritage and comm of dakota, and showed the impact of relocation on the residents. it also conducted educational workshops in schools to discuss plans on how redevelopment and relocation can improve
efforts by individuals
various citizens joined between 2 homes initiative and conducted interviews with residents of dakota and documented their stories
through the initiative, volunteers became more aware of needs of residents. to care for them as they move, some formed the cassia resettlement team (CRT) to focus on helping the residents overcome challenges through the process of relocation. some activities include daily house visits and potluck parties.
