The song was used as a protest song because of the issues it addresses such as racism, unethical war tactics, and government coverups that were all happening at the time(2003 and still do to this day). They lyrics were catchy and upbeat which were perfect for people to remember its message and protest about it.
In 2003, the left wing group 'Code Pink' used the song in a protest against the Iraq War in front of the Whitehouse. It was probably used there to remind governors of the horrendous things they are doing and to maybe make them change their mind on subjects.
