Aims
Continue development of heavy industry
Promote the growth of light industries (Chemicals, electricity, and consumer goods)
Develop communications to provide links between cities and other industrial areas
Foster engineering and tool-making
Successes
"Three good years" 1934-1936
Electricity production and the chemical industries grew rapidly
New metals - Copper, tin, zinc were mined for the first time
Steel output trebled, Coal production doubled by 1937
Soviet Union was virtually self-sufficient in metal goods and machine tools
Industrial successes
The Moscow Metro was opened in 1935
Volga canal in 1937
Dnieprostroi Dam 1932 - Dam producing hydro-electric power. Was extended with 4 more generators to become the largest dam in europe.
Failures
Oil production failed to meet its target
Some expansion in footwear or food-processing however no appreciable increase in consumer goods.
Emphasis on quantity rather than quality
