London clergymen refused to wear long 'Catholic' cloaks
suggested that ERS was too pro-Catholic, questioned authority of E.I. as 'Supreme Governor'
CONCLUSIONS
the ERS was a success, managing to appease most Protestants and Catholics through its vagueness in its doctrine, open to Protestant or Catholic interpretation
the majority of opposition came from extremists such as Church Papists and Puritans - by the end of her reign 99% of the population were faithful to the Chruch of England
E.I.'s ruthless application of the ERS (e.g. fines for not attending church and imprisonment for recusants) made it effective but tyrannical in places
